Arthur Shawcross, known as the ‘Genesee River Killer,’ was a serial killer who murdered eleven women from 1988 to 1990 in upstate New York.

It seems a lot of serial killers plan out who they will turn into victims. Most of which are people they know have little to no one that will come looking for them. Drug addicts, prostitutes, etc.
