I think that sometimes it's hard to classify who is and who isn't a serial killer. I will argue that a good amount of kings, queens, rulers that have been responsible for the deaths of thousands or millions of people should be classified as serial killers. And if that is the case, most of the people in this video shouldn't be on that top 20 list.
